You can deactivate a TOC entry if is not needed in the submission.
To deactivate a TOC entry:

In the assembly, select a TOC and click
Modify TOC Tree.

Right-click the TOC entry, and choose
Deactivate.
The TOC entry is not deleted, but it is made unavailable.

Save.

To activate a deactivated TOC entry, right-click it and choose
Activate, then
Save.
